Mast length x 2 12m plus a metre to allow pulling from outside the boat and another metre to allow shortening 3 times to move the damage caused by the cleat over time. 14m of 4mm dyneema based rope sounds good.
It depends on your boat. I have a Cumulus mast with a hook rack at the bottom, so it is a wire with a rope tail. Is yours an "all rope" halyard or are you replacing just a rope tail on a halyard like mine? There are some basic rope specs at Sailing Chandlery (see here) - they recommend 14m for an all rope halyard.
Well the Sailing Chandlery people recommend 4mm Evolution Race Dyneema Core Rope which I believe is made by Kingfisher. I know Rooster have their "Halitec" rope for the same purpose. I suspect there are a few different options!
