I've been through similar issues with Picos and the various rigs they carry and, for club level racing, it's really come down to a gentlemens/persons agreement and keeping all parties happy.
Not always easy, but I hope you're able to sort something :-)
As far as I am aware there is no published handicap for the B plan sail, I'm afraid.
Basically, there is very little (read, probably zero) data to work from.
My own inclination would be to discuss the relative performance of the B plan rig over a number of weeks with you clubs sailing committee(?) and agree on a suitable number.
Hopefully, a number that is a good representation can be agreed upon and your B plan sailor can continue racing.
Please do let us know if you have any progress with this... of course, if others know more than I do about B plans, please speak up :-)
